Jim DeBeaugrine

Jim DeBeaugrine is a proven visionary leader with expertise and personal passion leading to the formation of Opportunity Works, Inc. Jim served as the Executive Director of the Florida Agency for Persons with Disabilities where he managed a $1 billion budget and over 3,000 employees that provided services to more than 50,000 Floridians with developmental disabilities. Prior to his service at the agency, he spent 19 years working for the Florida House of Representatives. During that time he served as a budget analyst for the House Health and Human Services Appropriations Committee and was staff director of the House Criminal Justice and Judicial Appropriations Committee for 10 years. Jim co-chaired the Governor’s Task Force on Autism Spectrum Disorder and serves on the steering committee for the Florida Chamber Foundation’s Six Pillars Initiative.

Jim attended Florida State University, where he obtained a Master of Public Administration and a Bachelor of Science in Social Science. He and his wife, Susan, daughter, Cassie, and son, Evans, reside in Tallahassee, FL.

Judy Owen

Judy Owen combines her professional and personal experience to deliver on Opportunity Works’ mission of creating a bridge between employers and people with disabilities. Judy’s Bachelor’s and Master’s degrees in Business from the University of Florida initially led her to a career in information technology. That background provides Judy an exceptional ability to assess, analyze, understand and address the needs of often radically diverse groups. For more than a decade, Judy has been a leader in mentoring programs, recognizing that the key to success is both pairing suited individuals and also empowering all involved to succeed. When Judy’s son, Zachary, was born with Down Syndrome, she became deeply involved in advocacy on disability issues. Since 2007, she has served on the Board of Directors of PARC, the largest social services agency in the Tampa Bay area. In 2007 she was appointed by Governor Crist to serve as a member of the Florida Developmental Disabilities Council. In 2009, Judy was appointed by the Florida Education Commissioner to the Florida State Advisory Committee for the Education of Exceptional Students. A frequent public speaker and avid outdoor enthusiast, Judy lives with her husband and two children in St. Petersburg, FL.
